"Lý" means lots of things but here it is "reason or cause"
"Quạ" is "crow", the black bird.
"Kêu" is "to call or cry out".

"Lý Quạ Kêu" is "The Reason the Crow Calls" or "Why the Crow Calls".

Oh, I always though "Lý" had no particular meaning in those. It's just something to let you know that the song was folk-song or country song.

And you are right. "Lý" is a kind of folk-song in Middle region of Vietnam

I just found a dictionary that has an entry for "lý" and translates it as "popular air" when used for songs.

"Popular air" as is "popular tune"? True, but not quite so. I'm not familiar with music categories, but yes, it seems all the lý have a distinct tune, like other sort of folk songs (Quan Ho, for example), not quite sure about the "popular" part.
However, when we native vietnamses hear the words "lý quạ kêu", "lý chèo thuyền" or some familiar song names starting with "lý", we automatically assume that they are the folk songs.
